The purpose of this study is to provide a model of barriers to the implementation of the document of fundamental Evolution in education using the meta- synthesis method. The type of research is descriptive in terms of purpose and applied in terms of type of use. The statistical population of the study includes 165 articles related to the document of fundamental change in education that were published between 1390 and 1399. 19 articles were selected as a sample by non-random-purpose sampling. The results of data analysis showed that the obstacles related to the development of the document of fundamental change with 3 meta components and 23 components, the executors of the document with 2 meta components and 11 components, management and leadership with 2 meta components and 6 components, curriculum with 2 meta components and 11 Component, manpower upgrade with 2 components and 8 components, space and equipment with 2 components and 14 components, financial resources with 1 component and 6 components, research and evaluation with 2 components and 3 components and structure with 2 format and 10 components are the most important Obstacles to the implementation of the document are the fundamental transformation of the Iranian education system.
